The digital landscape in India is highly skewed not just in terms of access, but also the way it has been designed, not catering to the needs of the diverse group of people. India as a country is still far away from being a digital society, with the current focus on bringing just access to it and not on enabling them to use it for their empowerment. ‘Swaraj’ means self-governance and getting digital with complete self-governance is ‘Digital Swaraj’. It is to connect people digitally in a meaningful, effective and efficient way, without compromising on their rights & privacy. It is to democratically connect people under constitutional guidelines. It is to enable people to use digital in a conscious way, for their needs, rights and development.

The Fellowship is for a 12 Month duration from 3 July, 2023 to 30 June, 2024.
The fellows selected for Digital and Information Technology Tools/Solutions for Development & Research, Communication and Advocacy for Digital Rights and Development thematic areas will be based in Delhi. They will have field visits.
The other 2 thematic area fellow’s will be based in different locations. The exact location will be communicated after the orientation. Native language of the fellow will be taken into consideration for finalizing the location.
The fellows will receive a stipend of Rs. 25,000 per month. Taxes applicable as per government regulations.
Yes. Local conveyance will be reimbursed. Travel, food & accommodation reimbursement will be provided in case of any work related movement away from the base location.
No. This is a full time fellowship with no scope for any other work/study engagement.
Digital is becoming one of the most important aspects of development, governance and social sector. The digital ecosystem is growing at a fast pace with a lot of services, delivery and governance moving to the digital space. However, there is still a dearth of digital experts in the sector. The fellowship experience will enable the fellows to grow into digital leaders, having in-depth understanding of the ecosystem, along with the development of requisite skills. This will open up avenues for them to become part of the growing digital ecosystem.
The fellows will become part of the Alumni Programme. They will have access to opportunities from DEF and its partner organizations. There will be a continued relationship with their mentors, providing them guidance and support.
